Below please find an explanation of the procedures for Regional Quarterfinals assignments and drawings for order of performance for Quarterfinals for all five classes.

II.B. DIVISION AND CLASSIFICATION
1. Bands will have the option of entering either Competitive Division (for both a ranking and a rating) or Festival Division (for ratings only). All bands will be further classified based on the school’s average enrollment in grades 9-12 from the previous two years as submitted by the director and principal on the Enrollment Verification Form. All Kentucky bands wishing to participate in KMEA sanctioned marching band Events must file an Enrollment Verification Form with the
KMEA office by August. 1st. Bands will then be divided equally into five (5) classifications based on school enrollment as follows:
Class "A" Bands in the lowest 20% of school enrollment
Class "AA" Bands in the next highest 20%
Class "AAA' Bands in the middle 20%
Class "AAAA" Bands in the second highest 20%
Class "AAAAA" Bands in the highest 20% of school enrollment
Bands that do not apply for SMBC events will then be assigned their correct class for regular season events, using the same criteria as those attending the SMBC.
PROCEDURES USED AT AUGUST 2, 2005 MEETING:
Total number of bands applying to the 2005 SMBC = 143. That figure was divided by 5 yielding 28 bands per class with a remainder of 3. The decision was made to distribute the remainder over the necessary number of classes beginning from the smallest school classification (1A) and moving upward. So, classes 1A, 2A, and 3A each have 29 bands. Classes 4A and 5A each have 28 bands.Regional assignments were then made based upon classification and geographic distribution.Drawings for order of performance were held for each regional event. Bands which had be drawn in the first five slots during the initial drawing for Regionals in 2004 were held out of the drawing until the first 5 bands had been drawn for 2005.
Kentucky bands NOT applying to the 2005 SMBC but filing Enrollment Verification Forms for purposes of classification at KMEA Sanctioned local contests were then classified based on school enrollment by placing them within the categories defined by the SMBC applicant bands. This is how out-of-state bands are to be classified as they apply to
KMEA Sanctioned local contests as well.

C. PERFORMANCE ASSESSMENT EVENT FORMAT
1. Regional Quarterfinals
c. Bands will be assigned to an east or west regional site based on their geographic location and equal division of the classifications for all registered bands. Assignments will be made by the KMEA Executive Director, band division chair, and and MBC chair and posted on the KMEA website within one week after the August 1st deadline. Bands must participate in the regional events as assigned.PROCEDURES:
The KMEA Executive Committee, following the procedures outlined in the rule book, determined site assignments within each class “based on their geographic location and equal division of the classifications for all registered bands.” The locations of bands which are more or less centered geographically relative to the two regional sites for their class were examined and half of each classification was then assigned to the West and the other half to the East.

A. QUALIFYING FOR STATE CHAMPIONSHIPS
5. The KMEA Executive Director will hold a drawing following the August 1st deadline to determine the order of performance in each class at the Regional Quarterfinals Event for all bands that submitted a completed application on time. Bands that do not qualify for State Championships will be removed from the performance order.
6. Bands which are selected to perform in one of the first five performance positions within their classification and regional assignment for State Marching Band Championships in the drawing conducted by the KMEA Executive Director cannot repeat in the first five drawn positions regardless of their region or classification the following year. The draw is for regional quarterfinal events only, or semifinals in the event quarterfinals are not held. This does not apply to the state semifinals held following regionals.PROCEDURES:
Results of the 2004 drawing were checked to determine bands which were not to be in the first 5 for 2005. (Please note that the rules specify only bands “selected to perform” not just bands which qualified and did, in fact, perform.) Ten drawings were held--one for each classification within each region. Based upon applications, a drawing slip was made for each band in a particular class. Except for the bands drawn 1-5 in 2004, all band names for a particular class were placed in a drawing, slots 1-5 were drawn, then the bands drawn 1-5 in 2004 were added and the drawing for the remaining slots was made. This process was repeated for the remaining classifications within regions.QUARTERFINALS DRAW REVISION, CIRCUMSTANCES AND PROCEDURE
On Thursday, August 4, after a posting of the quarterfinal draw, two additional completed enrollment packets turned up in the KMEA office. Both were postmarked prior to August 1, and both had been sitting in an office at Eastern Kentucky University for two days where the postal service mistakenly delivered them. The KMEA Executive Director physically retrieved these two packets from the office at EKU.
KMEA officials met regarding the problems this caused and decided on the following course of action. It was decided that no bands in the original draw were to be reassigned region or class, and the Quarterfinal performance order was not to be changed except to insert the two bands by a random method of placement.
Both schools were classified according to the school sizes and regions established on August 2nd. They were then inserted into the previously established performance order for SMBC Quarterfinals. Following are details of that procedure. Fifteen numbered cards were placed in a box. A KMEA staff member drew one of the cards, and the number drawn was assigned to one of the schools in question. Bands in that region and class that previously had that placement or higher were "bumped up" a number. The same procedure was repeated for the other school in its region and class.
Every effort was made to be fair to all schools involved and to change as little as possible from the August 2nd draw.CLASSIFICATION CORRECTION:
On the deadline day for Enrollment Verification Forms (August 1, 2005) the KMEA Office received an inquiry from Shelby County High School regarding whether vocational school students should be included or excluded for purposes of band classification. Issues of a separate building serving multiple counties, and a curriculum and schedule which excluded vocational students from band participation were presented and considered. The band’s application was then accepted with enrollment figures that did not include vocational school students.
Once the classification results were posted, the KMEA Office received several inquiries about that particular school’s enrollment figures. Those questions led the office staff to look into the vocational school issues more closely. After gathering more information, Dr. Hartwell presented it for consideration to Bob Elliott, Band Division Chair and Joe Stites, Marching Band Committee Chair. With this further information it became clear to the Classification Committee (Hartwell, Stites, and Elliott) that Shelby County High School’s vocational school arrangements were not significantly different from those of other Kentucky schools and that those students should, after all, be included in the figures used for the Enrollment Verification Form and the band's classification adjusted as necessary.
The corrected figures classify the Shelby County High School Band in Class AAAAA East Region for 2005. Performance order placement at Regional Quarterfinals for this inserted group was determined in the same manner as for the two groups that were previously inserted. A random draw was held by KMEA Office officials, the inserted school was placed in the slot determined by that draw and the group originally in that position, and subsequent groups were moved one slot later than their original draw.Joe Stites, KMEA Marching Band Committee Chair
